Therese Bottomly, Managing Editor of the Oregonian, will be speaking
about Oregon Senate Bill 554 --

recently passed Oregon legislation that provides new requirements for
public agencies in responding to public records requests from both
the media and members of the public. The bill was introduced at the
request of the Oregon Newspaper Publishers Association. Ms. Bottomly
will discuss the bill's intent from the media standpoint. Perhaps
just as important, she will provide insight on what a member of the
news media expects when they approach an agency with a request for
information.
She will also be able to act as a sounding board for concerns that
we, as records custodians, have when we are on the receiving end of a
public records request. The presentation should give us a view into
the "mind of the media" -- insight that should help us build a two-
way relationship of respect and cooperation that can make all our
jobs easier.

Speaker Biography:
Therese Bottomly is a managing editor at The Oregonian, the Pacific
Northwest's largest daily newspaper, where she also has worked as a
copy editor, reporter, Sunday editor and senior editor for news and
planning. As managing editor, she is responsible for readership and
standards, training, the copy desk, corrections and several local
columnists. In addition to her current responsibilities, she is the
public records and legal affairs liaison for the paper, handling
retraction demands, subpoenas and prepublication review. For the
past several years, she has worked with reporters and editors to open
government records to the public. She is a board member of Open
Oregon, a nonprofit organization dedicated to promoting public access
to government meetings and records. As part of that work, she is
developing a website that is a resource for smaller newspapers and
working journalists across the state. She is also a member of the
Oregon Bar-Press-Broadcasters Council, which works to resolve
conflicts between the media and the bar. With the Oregon Newspaper
Publishers Association, she persuaded Oregon's Legislature to make
open for public scrutiny records related to any death or serious
injury of a child in state custody. She was a Pulitzer juror in 2006
and 2007.
She holds a journalism degree from the University of Oregon. Her
husband, Mike Francis, is an associate editor on The Oregonian's
Editorial Board. They live in Portland with their daughter, Elise.
